Dr. Manning earned a B.A. in Political Science from the University of Pittsburgh in 1985 after transferring from 51ÁÔÆæ. He earned his Ph.D. from the University of Pittsburgh. Dr. Manning has taught numerous courses at UPG since 1989, as well as courses at St. Vincent College, Penn State-New Kensington, and Westmoreland County Community College. Dr. Manning has done research and scholarship on the executive branch of the American government and post-1945 U.S. foreign policy.
